{"id":177,"date":"2020-02-04T15:23:24","date_gmt":"2020-02-04T14:23:24","guid":{"rendered":"http:\/\/eprcf33.fr\/?page_id=177"},"modified":"2025-09-27T17:31:06","modified_gmt":"2025-09-27T15:31:06","slug":"historique","status":"publish","type":"page","link":"https:\/\/eprcf33.fr\/index.php\/historique\/","title":{"rendered":"Historique"},"content":{"rendered":"[vc_row full_width=\u00a0\u00bbstretch_row_content_no_spaces\u00a0\u00bb][vc_column][rev_slider_vc alias=\u00a0\u00bbhistorique-eprcf\u00a0\u00bb][\/vc_column][\/vc_row][vc_row][vc_column]<h2 class=\"vcex-module vcex-heading vcex-heading-plain\" style=\"font-family:&#039;Roboto&#039;,&#039;Helvetica Neue&#039;, Arial, sans-serif;\"><span class=\"vcex-heading-inner clr\">L'HISTORIQUE<\/span><\/h2>[vc_empty_space][vc_row_inner][vc_column_inner width=\u00a0\u00bb1\/2&Prime;][vc_column_text]<span style=\"font-family: Roboto;\">Pour r\u00e9pondre aux besoins de construction des villes et villages, depuis le moyen-\u00e2ge mais plus particuli\u00e8rement aux 18<sup>\u00e8me<\/sup> et 19<sup>\u00e8me<\/sup> si\u00e8cles, plusieurs secteurs du territoire girondin situ\u00e9s \u00e0 proximit\u00e9 de la Garonne et de la Dordogne ont \u00e9t\u00e9 les lieux d\u2019une intense exploitation de pierre de taille provenant de la formation rocheuse des\u00a0<em>calcaires \u00e0 Ast\u00e9ries <\/em>(commun\u00e9ment appel\u00e9e la <em>Pierre de Bordeaux<\/em>). Cette formation datant d\u2019il y a environ 30 millions d\u2019ann\u00e9es se situe majoritairement \u00e0 quelques m\u00e8tres voire dizaines de m\u00e8tres sous la surface du sol. Son extraction se faisait le plus souvent par voie souterraine, donnant lieu au d\u00e9veloppement progressif de vastes carri\u00e8res pouvant atteindre des superficies de plusieurs dizaines voire centaines d\u2019hectares.<\/span><\/p>\n<p><span style=\"font-family: Roboto;\">Aujourd\u2019hui \u00e0 l\u2019abandon, les carri\u00e8res souterraines occasionnent des risques d\u2019effondrement auxquels sont expos\u00e9s les habitants et les infrastructures des communes sous-cav\u00e9es. A la suite de plusieurs effondrements survenus notamment dans les communes de C\u00e9nac et Camblanes-et-M\u00e9nac en 1970, le Conseil G\u00e9n\u00e9ral de la Gironde a mis en place en<strong> 1978,<\/strong> un service principalement d\u00e9di\u00e9 \u00e0 l\u2019inventaire et la cartographie des carri\u00e8res souterraines\u00a0: <strong>le Bureau des Carri\u00e8res<\/strong>. Aujourd\u2019hui, plus de 1400 carri\u00e8res souterraines ont \u00e9t\u00e9 inventori\u00e9es et partiellement cartographi\u00e9es dans le d\u00e9partement, et des centaines de cas d\u2019effondrement r\u00e9pertori\u00e9s.<\/span><\/p>\n<p><span style=\"font-family: Roboto;\">Lorsque la g\u00e9omorphologie locale s\u2019y pr\u00eatait les acc\u00e8s \u00e0 certaines carri\u00e8res \u00e9taient creus\u00e9s directement \u00e0 flanc de falaise sous la forme de cavages. Les falaises, qui pr\u00e9sentent naturellement une configuration d\u00e9favorable en termes de stabilit\u00e9, sont fragilis\u00e9es par la pr\u00e9sence des cavages, ce qui occasionne localement une augmentation des risques d\u2019\u00e9boulement.<\/span>[\/vc_column_text][\/vc_column_inner][vc_column_inner width=\u00a0\u00bb1\/2&Prime;][vc_single_image image=\u00a0\u00bb869&Prime; alignment=\u00a0\u00bbcenter\u00a0\u00bb][\/vc_column_inner][\/vc_row_inner][\/vc_column][\/vc_row][vc_row full_width=\u00a0\u00bbstretch_row\u00a0\u00bb css=\u00a0\u00bb.vc_custom_1582207849065{background-color: #efefef !important;}\u00a0\u00bb][vc_column width=\u00a0\u00bb1\/2&Prime;][vc_empty_space][vc_single_image image=\u00a0\u00bb379&Prime;][\/vc_column][vc_column width=\u00a0\u00bb1\/2&Prime;][vc_empty_space][vc_column_text]<span style=\"font-family: Roboto;\">Pour faire face au risque croissant d\u2019effondrement des carri\u00e8res et falaises et pour limiter la vuln\u00e9rabilit\u00e9 des zones urbanis\u00e9es, l\u2019\u00e9tat a prescrit depuis le d\u00e9but des ann\u00e9es<strong> 2000<\/strong> l\u2019\u00e9laboration de <em>Plans de Pr\u00e9vention des Risques naturels pr\u00e9visibles de Mouvements de Terrain<\/em> (<strong>PPRMT)<\/strong> en Gironde.<\/span><\/p>\n<p><span style=\"font-family: Roboto;\">Malgr\u00e9 l\u2019important travail de cartographie r\u00e9alis\u00e9 par le Bureau des Carri\u00e8res et les enqu\u00eates et \u00e9tudes command\u00e9es par le D\u00e9partement pour \u00e9tablir les <strong>PPRMT<\/strong>, la connaissance des carri\u00e8res et falaises reste encore largement incompl\u00e8te, ce qui conduit les communes sous-cav\u00e9es \u00e0 de s\u00e9rieuses difficult\u00e9s dans la gestion des risques et de l\u2019urbanisme.<\/span><\/p>\n<p><span style=\"font-family: Roboto;\">La <strong>CAFAP<\/strong> 33 (Carri\u00e8res et Falaises Pr\u00e9vention 33), fond\u00e9e \u00e0 l&rsquo;initiative de Jean-Luc Hoguet, avec le soutien du D\u00e9partement de la Gironde en d\u00e9cembre <strong>2014,<\/strong> s&rsquo;est inscrite dans la dynamique du plan national pour la pr\u00e9vention des risques li\u00e9s aux effondrement de cavit\u00e9s souterraines de 2013 qui appelait au n\u00e9cessaire d\u00e9veloppement de d\u00e9marches concert\u00e9es au plan local. Plusieurs associations d&rsquo;habitants et une trentaine de communes girondines ont d\u00e9cid\u00e9 de se regrouper afin d&rsquo;\u00eatre reconnues comme un acteur de la politique de pr\u00e9vention qu&rsquo;elles appelaient de leur voeu.<\/span><\/p>\n<p><span style=\"font-family: Roboto;\">Dans la continuit\u00e9 du travail de l\u2019association CAFAP33 et afin de donner plus de poids aux municipalit\u00e9s dans la gestion des risques, 25 communes girondines se sont regroup\u00e9es sous la forme d\u2019un syndicat intercommunal officialis\u00e9 par l\u2019arr\u00eat\u00e9 pr\u00e9fectoral du 14 d\u00e9cembre <strong>2018<\/strong>\u00a0: <em>Etudes et Pr\u00e9vention des Risques Carri\u00e8res et Falaises 33<\/em> (<strong>EPRCF33)<\/strong>. Le syndicat mutualise des moyens financiers pour effectuer des \u00e9tudes de caract\u00e9risation des carri\u00e8res et falaises et mener une politique globale de pr\u00e9vention et de gestion des risques associ\u00e9s.
